ETERNAL UNIVERSITY Library Rules
1. The management of University library so far as financial and administrative matters are concerned shall be controlled by the Vice Chancellor of the University.
2. WORKING HOURS
i. The Working hours of the library including their different sections will be fixed by the Vice-Chancellor from time to time. ii. Issue/ return of books shall cease half an hour before the closing time of the library. iii. Holidays The library will remain closed for National holidays i.e. 26th Jan, 15th Aug, and 2nd Oct every year. Library Working Hours:
Monday to Sunday -8.30 AM to 9.00PM
iv. Circulation Timings ( Books Issue Return Timings ):
Monday to Sunday -9.00 AM to 12.30 PM 1.30 PM to 7.30 PM 3. Admission to the Library i. Any person eligible to become member of the library under rule may be admitted to the library. ii. On entering the library, every member shall be required to write legibly his/ her Name, Dept, Roll. No, In Time, Out Time and Signaturein the register especially for the purpose. Such a signature will be taken as an acknowledgement that the person agrees to abide by the library rules. iii. The person on duty at the entrance is authorized to check that passes on way in or goes out of library. iv. While entering the library all personal belongings, private books, books not meant to be returned to the library, shall be deposited by each reader at property counter located at the entrance of the library.
4. Membership:
i. Teachers, Students and Research Scholars of the University will be admitted to the membership of the library on the recommendation of the Head of Department concerned. Student members shall deposit library security of Rs. 2000/- refundable on cessation of membership, besides Rs. 1500/- as library membership fee per academic year. ii. Members of University bodies will be admitted to the membership of the library. iii. Members of the administrative staff of the University will be admitted to the membership of the library on the recommendation of the Registrar/ Head of Department concerned. iv. Limited of persons, not belonging to the University may be admitted as special members on the deposit of library security Rs. 1000( One Thousand) refundable on cessation of membership and an annual library membership and an annual library membership fee of Rs. 100(One Hundred) from 1st April to 31st March. v. Teacher/ staff of the Akal Academies are eligible for membership of the library on the recommendation of the Principal concerned. vi. Visiting professors will be admitted to the membership of the library and will be given the same library facility as are available to the faculty members of the University. vii. Students privately registered in the University for Ph.D., M.Phil. courses will be admitted to the library and same rules will be applicable to them as prescribed under rule(iv), except that University employee are not required to deposit the security of Rs.1000/-. viii. Any other with the special permission of the Vice-Chancellor.
5. Loan privileges: The number of books that may be borrowed and the period of loan for various categories of members will be as follows:

6. Procedure for enrolment and issuing of books:
i. A person eligible to be enrolled as member of the library will fill up and sign a membership registration form obtainable from circulation counter of the library and present the same duly signed and stamped by competent recommending authority to the Dean, Library and Information System / Librarian for enrolment as member of the library. ii. Students’ members will come to the library personally to take books on loan. Teachers and other members may, however, be allowed by the librarian to draw books on loan through messengers provided they produce on each occasion a letter of authority and list of books required by the members along with their library pass books. iii. Membership of a student will remain valid till he remains on rolls or gets his roll number for appearing in his final semester examination i.e. 2nd/ 4th of an academic year whichever is earlier and will be renewed at the beginning of each academic year. The membership of the members other than students will remain valid till they remain employee of the University/ Office. In case of Research Scholars and Teacher-cum-Research Scholars their membership will remain valid till the completion of their term. iv. Members may be allowed to borrow books for the period of vacation. The books issued to them shall have to be returned by them within three days after the vacation, falling which an overdue charge as provided in rule 7 shall be levied from the day of vacation ends. For the books not issued for vacation period or due before vacation or during vacation, the overdue charge will be levied for the entire overdue period. v. The Dean, Library and Information System / Librarian may recall any book from any member at any time. vi. In case a book is in great demand, the Dean/ Librarian may regulate the use of such a book in such a manner as he consider proper. vii. No book shall be issued on loan which, in the opinion of the Dean/ Librarian is not in a condition be safely handled by the borrower. viii. Renewal of books: The loan of books may be renewed at the discretion of the Dean/ Librarian provided the books in question are not in demand by other members. Similarly, the Dean/ Librarian may allow the issue of additional number of books to a member to meet his special requirements. ix. Before getting books issued any mutilations or markings should be pointed out immediately by the member to the issue counter assistant and his initials be obtained there, otherwise the member shall be responsible for mutilations and markings discovered afterwards.
7. Overdue charges: For members of all the categories: i. For first ten days at the rate of Rs. 5.00( FiveRupee only) per day per volume. After then days of the expiry date Rs. 10.00(Rupee Five only) per day per volume charged. ii. The amount of overdue charges may be remitted or reduced by the Dean/ Librarian.
8. Loss/ Mutilation of books: i. In case of damage or loss of a book, the member shall be required to replace the book or pay five times of the original cost of the book, plus postal and other incidental charges to be incurred in procuring the book. If such a book is gift/ out of print/ its price is not know, the price to be charged will be determined by the Dean/ Librarian in consultation with the Vice-Chancellor. ii. Keeping in view the increased postal charges, it is proposed that Rs. 30/-(thirty only) be charged as postal and Incidental charges to be incurred in procuring the Book. iii. For a serious mutilation a fine of up toRs. 200/-(Two hundred only) may be imposed by the Dean /Librarian. iv. If a volume of a set/ series is mutilated or lost and a new volume is not separately available the member concerned shall be liable to replace the whole set/ series or pay the replacement cost of the same. The other volumes of the set/ series will be given to the member after replacing or paying the cost of the whole set.
9. Issue of clearance Certificate: i. A member will obtain a clearance certificate from the University library after returning all the books issued. ii. The head of the department will issue roll numbers to the student members appearing their semester examinations after they produce a clearance certificate from the library. The head of the department will also inform the library of the names of those students members who leave their studies in mid-session and their library security/ detailed marks card will be released/ issued by him to them only after they produce the clearance certificate from the library.
10. Restricted categories of Reading material: Reference books, loose issues and bound volumes of periodicals, rare books and such other materials as may be placed under restricted categories by the Dean/ Librarian may not be lent out ordinarily. However, in special circumstances, the rule may be relaxed for their issue for a very limited period. The decision of the Dean/ Librarian in such cased shall be final. 11.General Rules i. Readers shall maintain perfect order and silence in the Library like of cell phone are prohibited. ii. Making Noise, spitting discussing or doing anything else which may disturb other readers or which may be against the discipline of the Library is strictly prohibited. iii. Bringing of cold drinks and any type of eatable is strictly prohibited. iv. Internet facilities provided in the library could be used for consultationof course of study only, activities as playing game use of orkut and chatting are strictly prohibited in the Library. Defaulter may lose the membership of the library temporarily or permanently. Using internet in group or more than two is prohibited. v. No person entitled or permitted to use the library shall mutilate, disfigure, deface by writing in the margins, by under-lining sentences, by marking passages or by damaging in any other way a Book, Periodical, Map or Chart or any other property of the Library. vi. A reader responsible for any damage caused to the reading materials or to any other property of the Library shall be required to replace the reading material or pay for the property beside the penalty imposed upon him by the Dean /Librarian and information system. vii. If books issued to a member are found mutilated at the time of return he/she shall have to Replace or pay the price thereof. Therefore, members are requested to check the books thoroughly before getting them issued. viii. No tracing or mechanical reproduction of any Book, map or Manuscript shall be made without the expressed permission of the Dean/ Librarian. ix. Readers shall vacate their seats fifteen minutes before the closing time of the Library or earlier if the Librarian, or in the absence of the Librarian, the senior- most staff member of library orders so. x. The Dean Library and information system/ Librarian reserves the right to suspend cancels the membership privilege of any member found misbehaving with the Library staff or for any other indecent behavior. Such a member is also liable to expelled from the Library. xi. When the students have any complaint about the services provided by the Library they should not enter into argument with the Library Staff. Instead, they advised to bring it to the notice of the Dean/ Librarian. xii. Any infringement of the Library Rules will render a members privilege of admission to and of borrowing books from the Library liable to cancellation. xiii. In all other matters, the Dean/Librarian shall have the power to take such action as he may deem fit. xiv. These Library Rules may be altered or amended or new rules may be added to the existing ones by the Academic Council from time without notice to the members and these rules or any alternations or amendments to them shall be effective and binding on all concerned. A copy of these rules will be made available when asked for. xv. The security guard / Library Attendant at the entrance and exit gate of the Library is authorized to search the person or a reader if he suspects that he is carrying any unauthorized book or other reading materials or any other property from the Library.
